Selling on Amazon across the European Union and the United Kingdom offers exciting growth opportunities — but it also means navigating a complex landscape of compliance requirements. Staying up to date with these rules is essential to avoid listing restrictions, shipment delays, or even account suspensions.

In this update, we summarize the most important regulatory requirements Amazon sellers need to know in 2025 for smooth business operations across the EU and UK.


1. Country of Origin (COO) Requirement

Amazon requires all sellers to clearly state the Country of Origin (COO) for products shipped:

  • From countries outside the EU into the EU
  • From countries outside the UK into the UK

This applies to shipments made through Amazon’s cross-border fulfillment programs such as FBA Export, Remote Fulfillment, or Global Selling.

Deadline: Sellers must update COO information in their listings by December 31, 2025 to avoid possible listing or fulfillment restrictions.

How to comply:
Use the Category Listings Report (CLR) in Seller Central to bulk update COO data for your product catalog.


2. Fulfilment House Due Diligence Scheme (FHDDS) – UK

If you are a non-UK seller sending goods with a non-UK origin to Amazon’s UK fulfillment centers, you must comply with the FHDDS.

Sellers have 60 days after their first shipment arrives at a UK fulfillment center to provide valid Import Entry Numbers (IENs). Failure to submit these will prevent you from creating new shipments to UK fulfillment centers.


3. UK VAT Compliance for Overseas Sellers

Non-UK sellers with inventory stored in or shipping from the UK must provide a valid UK VAT ID.

Once VAT registration is triggered, sellers have 90 days to submit a valid VAT number. Failure to do so may lead to suspension of selling privileges on Amazon.co.uk.
